What you will be responsible for:
Aro Homes is seeking a Civil Engineering Manager to lead and scale the company’s internal civil engineering capabilities. This role goes beyond traditional site-by-site design and focuses on building repeatable, high-impact infrastructure solutions that support a productized approach to residential development.
As a key member of the Development team, you will work cross-functionally with Design, Engineering, Site Operations, and Real Estate. Your goal will be to ensure civil infrastructure is not just delivered, but optimized, standardized, and scalable across multiple projects and jurisdictions.
You will also serve as the company’s subject matter expert on civil engineering, developing the systems, processes, and strategies that enable faster feasibility, cleaner permitting, and more predictable project delivery.
What You’ll Do:
Infrastructure Strategy & Systems Development:
Develop and implement scalable civil engineering solutions across grading, drainage, utilities, and stormwater systems.
Create repeatable design standards that can be applied across multiple sites and jurisdictions.
Build and maintain a civil engineering playbook to support Aro’s long-term development platform.
Establish standardized workflows, templates, and design criteria to increase efficiency and consistency.
Acquisition & Feasibility Leadership:
Oversee rapid (48-hour) civil feasibility assessments to support acquisitions.
Identify entitlement risks and site constraints early in the development lifecycle.
Provide strategic input on massing, lot configuration, and infrastructure viability.
Guide decision-making with a focus on scalability and repeatability across projects.
Site Design & Permitting Oversight:
Lead the development of site plans, grading, utility layouts, and stormwater management strategies.
Oversee drainage calculations and preparation of technical reports.
Ensure permit packages are complete, high-quality, and submission-ready.
Stamp and approve civil engineering documents in compliance with applicable regulations.
Drive consistency in permitting approaches across jurisdictions to streamline approvals.
Cross-Functional Leadership:
Partner with internal teams including Survey (PLS), Geotechnical, Structural, Architecture, and Construction.
Align civil engineering solutions with broader product and construction workflows.
Provide civil inputs into budgets, pro formas, and project planning.
Ensure infrastructure decisions reduce construction risk and schedule variability.
Vendor & Agency Management:
Lead and manage external civil consultants and engineering partners.
Review and approve third-party drawings, calculations, and reports.
Coordinate with utility providers, municipalities, and public works agencies.
Build strong relationships with jurisdictions to improve approval timelines.
What You’ll Bring:
B.S. in Civil Engineering.
5–10+ years of experience in civil engineering, with a strong background in land development (infill experience preferred).
Active California Professional Engineer (PE) license (required).
Strong proficiency in Civil 3D and site development design tools.
Deep understanding of grading, drainage, utilities, and stormwater design.
Familiarity with Bay Area jurisdictions and permitting processes.
Proven track record of delivering clean, efficient permit submittals.
Experience building or improving engineering processes, standards, or systems.
Ability to operate in a fast-paced, high-growth environment with strong cross-functional collaboration.
