About the Role
Uber Rides is Uber's core mobility product - connecting riders to drivers across Cars, Auto, and Moto in cities across India. India is one of Uber's most strategic and competitive markets globally, and Delhi NCR is one of the key growth markets for the India business. The India City Operations team is responsible for launching, scaling, and sustaining Uber's rides business in close collaboration with Central Planning, Earner (Driver) Operations, Supply Channels, Marketplace, and Policy teams. The City Operations Manager - Delhi NCR will be responsible for the Uber Rides business in the city across Cars, Auto, and Moto. The successful candidate will own the city's growth strategy, operational execution, and business performance, working closely with central teams such as Central Planning, Earner (Driver) Operations, Supply Channels, Marketplace and Policy. The role will lead a team of key account managers, on-ground sales, and telecalling to drive supply growth, earner (driver) lifecycle management, new growth initiatives and market intelligence across Delhi NCR, while also improving reliability and rider experience. This role is best suited for someone with prior experience in business development and/or operations who is comfortable with a hands-on, hustle-first approach and thrives in ambiguity.

What You’ll Do
Supply Acquisition & Partner Management

  • Plan and drive supply acquisition and activation through channel partners, street outreach (fleet on street), and central channels, ensuring partner productivity through incentive programs and fraud controls.
  • Help partners grow with Uber by ensuring they consistently meet targets, earn well, and are enabled to run their operations smoothly with minimal hand-holding.

Earner Growth

  • Own earner lifecycle management with the help of telecalling teams, channel partners, Earner Ops, and Marketplace — earner empathy is a key trait.
  • Design and run local experiments on driver payouts, incentives, and geographic expansion; scale what works. Work with partners to gather ground-level feedback and build cases to advocate for earner needs with internal stakeholders.

Growth Initiatives

  • Identity growth opportunities for the city and launch initiatives with cross-functional teams. This will also include local-level partnerships which may have to be executed.

Cross-Functional Leadership

  • Act as the single-threaded owner for Delhi NCR with central teams: Marketplace, Planning, Channels, Earner Ops, Policy, Airports, Safety, and Legal/Law Enforcement.
  • Provide grounded city inputs into quarterly planning, budget allocation, and product/operations experiments. Analyze driver and supply metrics to identify gaps, develop hypotheses, and use data to drive improvement.

Execution & Governance

  • Run tight execution rhythms: daily standups with team leads, weekly city reviews, and monthly deep dives. Ensure consistent adoption of core operational processes and dashboards across supply, churn, and budget tracking.
  • Set up and maintain outreach cadences with telecalling and street teams for earner engagement and churn reduction. Partner with Safety and CommOps teams to ensure robust incident handling, safety compliance, and service quality.

People Leadership

  • Directly manage and coach team leads and key city ICs (e.g., KAM lead, telecalling manager, street operations lead). Build a high-ownership, outcome-focused culture that values speed and data-driven decisions.
  • Support talent development, performance reviews, and succession planning for key roles in the Delhi NCR team.

External Stakeholder & Regulatory Engagement

  • Develop and maintain strong relationships with local external stakeholders — transport authorities, driver associations, aggregator bodies — to ensure day-to-day operations run without disruption (KAMs to provide support)
  • Partner with Policy and Government Relations teams on city- and state-level regulatory issues and local authority engagement.

What You’ll Need

  • 5 - 8+ years of experience in field-facing or fleet/partner-facing sales, operations, or business development roles within mobility, logistics, e-commerce/internet, or FMCG industries.
  • Demonstrated experience leading teams in a high-velocity, ambiguous environment. Working knowledge of Delhi NCR’s geography and business landscape.
  • Strong analytical skills; comfortable working with operational dashboards and Excel/Google Sheets to diagnose issues and size opportunities. Proficiency in SQL is a plus.
  • Proven ability to influence cross-functional stakeholders and drive alignment without formal authority.
  • A roll-up-your-sleeves attitude and willingness to tackle problems hands-on.
  • Excellent verbal and written communication in English and Hindi.
